Apparently the Monterey Peninsula Water Management District and the Monterey Regional Water Pollution Control Agency are going to hold a joint Board of Directors meeting http://www.mpwmd.dst.ca.us/asd/board/boardpacket/2008/20081029/1029agenda.htm. The purpose of this meeting is not to further the Water for Monterey County (WFMC) regional cooperation. No! No! This special meeting is designed to further explore a Memorandum of Understanding between the two agencies to pursue an indirect potable reuse groundwater replenishment project and to provide access to the MRWPCA outfall to the MPWMD for their 95-10 Project.
Here are some questions:
1. Who is going to pay for the replenishment project?
2. Will there be a water district taking the lead in the replenishment project? (Of course all successful indirect potable reuse projects were presented to the public by the water purveyor, not the sewer agency...yuck!
3. Does the MPWMD have a feasible plan for the 95-10 project? Oh, and have they undertaken an environmental evaluation under the California Environmental Quality Act (CEQA) requirements?
4. Can these two agencies cooperate with the Marina Coast Water District to use the MCWD pipeline? Or, will the project cost more due to the need to construct a new pipeline?
5. If the MCWD pipeline is used to transport advanced treated recycled water, how can the additional drinking water from the WFMC project be transported to the Peninsula to solve the Decision 95-10 regulatory problem? (Oh, I forgot that the MPWMD has a solution so there is no need to worry.)
6. Lastly for this evening, who owns the recycled water? And, does the owner of the recycled water agree to allocating it to the replenishment project?
